            Draft Minutes for Smith Valley Advisory Council meeting June 3, 2009

Board Members Present:  Megan Hunewill , Phillip W. Gangwish, Joan Wilder, Nickey Kuzmicki

 

The meeting was called to order by Megan Hunewill . 

 

AGENDA - Action will be taken on all items except where noted

1.                  Call to order and Flag salute

2.                  Review and adoption of agenda.  Passed 4/0

3.                  Minutes approved of May 6, 2009 Meeting.   Passed 4/0

4.                  Treasurer’s report: Review and accept claims as presented by Treasurer.

5.                 Planning Commissioner Hill reported that Tentative Subdivision Maps can now be extended for two yearsFinal Maps can be extended for two years.  All current tentative maps that have been approved would fall into this category.  This is due to the current economic conditions. 

            The Lyon County Sheriff’s office reported that there were 509 calls last month.  304 service calls.  63 traffic stops.        

6.                 Presentation by Rob Loveberg on Wild Land Fire and “Ember Awareness”.  This presentation showed the effects of fire on homes and how to help protect your home from fire.  Most homes are caught on fire from embers.  Embers can travel ahead of a fire up to one mile.  The Fire Department has a booklet available that explains different things that can be done to better protect your home.

7.      Announcements.  Smith Valley Volunteer Fire Department announced the annual steak fry is July 11.  July 18 the Rotary is sponsoring a Truck and tractor pull at Dressler Park .  50 trucks are signed up already. 

June 16 at the Fire House there will be a program that the public is encouraged to attend to organize for emergency response in the community.  It will teach first aid, disaster preparedness, safety for the family to better prepare for any disaster that may occur.  The goal is to train the community to react to any disaster that may occur.  You will not be a member of the Fire Department but you will get some basic training in disaster preparedness.

June 27 at Dressler Park will be the Cowboy Serenade, 3-9:30 p.m. .  There will be a craft show, food, and entertainment in the evening by Dave Stamie. 

 

 
SPECIAL USE PERMITS

           

      BROWN, DARROL J. / DJB PROPERTIES - ZONING – M-1 - Special use permit issued June 2001 to construct and operate an enclosed flat floor transfer station on approximately 5.39 acres; located at 260 Day Lane, Smith Valley (APN 10-441-38)  Passed 4/0

 

      COTA, NOELLE / COTA, VICTOR & ANNETTE, TRS. - ZONING - RR-3 - Special use permit issued June 2002 for a boarding kennel for a maximum of nine dogs on approximately 4.45 acres; located at 24 Pinon Drive, Wellington.  (APN 09-051-20)  Passed 4/0

 

      RUPE, MARVIN & JEAN, TRS. - ZONING - RR-5 - Special use permit issued June 2003 to utilize a mobile home for ranch help on approximately 297 acres; located at 359 Lower Colony Road, Wellington. (APN 10-191-09)  Passed 4/0

 

EVANGELISTA, GERARDO & LAURIE L. - ZONING - RR-5 - Special use permit issued June 2003 for a boarding kennel and June 2005 to modify their existing permit for a breeder’s kennel and to increase the number of dogs housed to ten (10) adult dogs on approximately 20 acres; all located at 214 Artesia Road, Wellington (APN 10-081-27)  Passed 4/0

 

RECESS TO CONVENE AS SMITH VALLEY CEMETERY BOARD

8.                  16 Trees were planted in time for the Memorial Day Service.  Open Water gave a big discount on the trees and the planting, and made a special effort to have them planted by Memorial Day.  The trees line the north and south sides of rows 4 and 5.  Doug Green from the Parks Dept and his crew placed drip lines to all the trees.  Also a solar light on the flag was installed by Jim Kinninger.  Many thanks to everyone who helped to make the Cemetery look great for Memorial Day.  There were many comments by all attending on how nice it looked.

9.                 Treasurer’s report:   $5787.  The purchase of the trees is not deducted.

10.       As a result of the trees being planted, it was brought to the attention of Laura                      

Thrailkill, the head of the Cemetery for SVAC, that some of the trees may                inadvertently have been planted on grave sites.  Anyone who has a problem with a tree being planted close to or on their grave site should attend the next meeting or contact SVAC.       

11.       Complaints from Smith Valley members regarding our cemetery need to be addressed to the Smith Valley Advisory Council in writing for the problem to be handled.  The Director of the Cemetery Board of the SVAC is the only official governing body for the Cemetery.
